Section 508
Power of the Federal Government to make rules.—(1) In addition to the powers conferred by any other section, the Federal Government may, by notification in the official Gazette, make rules—
(a) for the matters which by this Act are to be prescribed;
(b) for establishment and regulating the activities of any company or class of companies; and
(c) generally, to carry out the purposes of this Act:
Provided that, before making any such rule, the draft thereof shall be published by the concerned Minister-in-Charge of the Federal Government in the official Gazette for eliciting public opinion thereon within a period of not less than fourteen days from the date of publication.
(2) Any rule made under sub-section (1) may provide that a contravention thereof shall be punishable with a penalty which may extend to five million rupees and, where the contravention is a continuing one, with a further penalty which may extend to one hundred thousand rupees for every day after the first during which such contravention continues.
